GCC Services signs agreement with Laba Holdings for PNG LNG Project 

Papua New Guinea – 31 October, 2022

Today a new chapter of GCC Services’ history in Papua New Guinea was written. We are thrilled to announce that we have signed an agreement with Laba Holdings to work together and collectively manage and operate construction, camp management and associated support contracts connected to the US$19b PNG LNG Project. 

As the umbrella Representative Landowner Company for the four villages closely situated to the PNG LNG Plant, Laba represents the interests of Porebada Holdings Limited, Boera Holdings Limited, Papa Resources Development Limited and BuriaRearea Caution Bay Limited. 

During construction, Laba was instrumental in providing the labor required to help construct PNG’s first LNG plant, employing almost 2,500 Papua New Guineans from surrounding villages for roles at the LNG Plant.    

Since its establishment, Laba has flourished into a successful business that now employs over 350 workers, including over 50 women, to complete labor supply services in catering, camp maintenance, security, transport and civil work.

GCC Services has a rich history operating in Papua New Guinea having previously operated the Camp Management contract for ExxonMobil during the first construction phase of the PNG LNG project. Safely and successfully operating the contract, which peaked at 11,000 people on site, highlighted our capability and capacity to manage such a huge facility and navigate the challenges of a significantly large supply chain requirement. 

We are excited to commence work immediately with Laba to positively impact the local communities surrounding the region in a significant and meaningful way. Our commitment and strong approach to bringing growth, development and sustainability for the people Laba represents is resolute.

Project overview

The US$19 billion PNG LNG Project is an integrated development that includes gas production and processing facilities that extend from Hela, Southern Highlands, Western and Gulf provinces to Port Moresby in Central Province.

ExxonMobil PNG Limited operates PNG LNG on behalf of five co-venture partners. 

The facilities are connected by over 700 kilometres of onshore and offshore pipeline and include a gas conditioning plant in Hides and a liquefaction and storage facility near Port Moresby. 

Liquefied Natural Gas (LNG) production began in April 2014, months ahead of schedule.  Since then, it has been reliably supplying LNG to four long-term major customers in the Asia region. 

The operations have the capacity to produce more than 8.3 million tonnes of LNG, an increase of 20 percent from the original design specification of 6.9 million tonnes per annum (MTA).  Over the life of the Project, it’s estimated that the PNG LNG Project will produce more than 11 trillion cubic feet of LNG.
